Re: Contract Award – Uniformed Security Guard Service
Recommendation
That the Commission APPROVE and ACCEPT the RFP submission from Stinson Security Services for the supply of Uniformed Security Guard Service for the three year period of January 1, 2022 through December 31, 2024, at a total contract cost of $312,306.75 ($100,784 in 2022, $104,019 in 2023 and $107,503 in 2024) with a two year renewal option based upon mutual agreement of both parties.
Background
The Commission currently holds a contract with Stinson Security Services for the Uniformed Security Guard Service at both the Highbury and Wonderland facilities. The contract was set to expire on December 31, 2020, but was extended with Stinson as an RFP with mandatory site visits was not feasible at the time due to ongoing COVID-19 restrictions.
Consistent with established procedures, an RFP was issued for Uniformed Security Guard Services for a three year term (January 1, 2022 through December 31, 2024), closing on November 12, 2021. A mandatory site visit was a specified pre-requisite for bid submission. Nineteen organizations completed site visits spread across multiple days hosted by Purchasing and Fleet & Facilities. Of the nineteen organizations, twelve submitted bids, with two non-compliant.

In addition to overall contract cost, a number of other factors including experience, client references, quality of submission, and ease of transition were evaluated.
Given the evaluation of all factors, it is recommended the bid from the current contract holder, Stinson Security Services be accepted. Stinson, a locally based London business, has maintained the contract since 2014 and has delivered more than satisfactory performance.
