Re: 2025 Transit Passenger Shelter Programs
Recommendation
That the Commission APPROVE the following list of warranted locations for installation of non-advertising shelters in 2025:
- Darnley at Meadowgate eastbound
- Hamilton at Highbury westbound
- Colborne at Oxford southbound
- Colborne at Oxford northbound
- Sarnia at Wonderland westbound
- Hyde Park at North Routledge Park 1 southbound
- Wonderland north of Farrah southbound
- Sunningdale at Adelaide westbound
- Clarke at Pension southbound
- Aldersbrook at Brunswick southbound
- Clarke at Pension northbound
- Andover north of Viscount northbound
- Colonel Talbot at Southdale northbound
- Southdale at Springmeadow eastbound
- Fanshawe west of McLean eastbound
Background
With the larger number of construction projects that have occurred over the past few years, there have been a number of existing shelter locations that have been permanently removed. These shelters cannot be reinstalled at their previous location because of factors such as, not enough space for the shelter to be reinstalled after the construction work has been completed or the permanent removal of the local stop location. As such, in 2025 there are excess shelters available which can be relocated to new stop locations.
The table below, sets out the warranted shelter priority list for 2025. The priority list contains stop locations that meet the current shelter warrant criteria.

All of the above locations will have 4 x 8 non-advertising shelters installed with shelters that are currently in storage at London Transit.
On an annual basis, London Transit is also able to increase the existing shelter inventory by three additional shelters as per the provisions set out in our current maintenance contract with Astral. Given the number of shelters to be relocated, no new shelters will be installed as part of the 2025 shelter program.
Next Steps
All warranted shelter locations have been sent to the City of London for approval for installation. Should any of the above locations not be approved for shelter installation, an alternative location will be determined and updates provided to the Commission.
Each shelter location will also require the installation of a concrete pad. The RFP for concrete pad installation for the shelters, and accessibility pads will be issued following approval of the warranted shelter locations.
